The system is broken

No, not this one. I’m talking about the snow removal system in Washington, DC. We had a major snowstorm this weekend and most of the streets in DC are still covered with snow. Curiously, I have seen a lot of snowplows. Georgetown is a good example. M Street, the main street in Georgetown, is still covered in snow. Within the past 10 minutes, I have seen three snowplows on the street. None of them were plowing the snow, however. Unbelievable.
