Snow brings empire to its knees

I am astounded that the inability of the DC government to plow streets and run trains following a snowstorm has incapacitated the Federal Government. I wonder if the citizens of ancient Rome had to deal with the paradox of living in the center of a mighty empire with a completely incompetent local administration.
