		<description>My philosophy is to lower my expectations for electoral reform.  If we can encourage a healthy two major party democracy, it&#039;ll make it harder for the top elites to control both parties.  

To this end, I advocate the use of a federal system that uses  3-seated proportional representation in more local elections and then two or three stage elections for less local elections.  That&#039;s what I post about at &quot;A New Kind of Third Party&quot;.
